What public documents say about external public funding in Mauritius

Climate finance stays one sector. New grants are over USD 1 million from the last 10 years. Red Cross projects and Mauritian NGO grants over USD 500,000 are included when a public source states a Mauritius figure. Unpublished figures stay “Not published.”

What this registry includes

  • Mauritius only. Climate records already on the list stay, including amounts under USD 1 million.
  • A new row is a grant over USD 1 million with a start or approval on or after 5 October 2016, from the UN, a named foreign government, the World Bank, the Asian Development Bank, or the African Development Bank.
  • Loans are not added as grants. Where one project publishes both a grant and a loan, only the grant is in the registry amount.
  • Per diems, overheads, and expenditure stay “Not published” unless the source states the figure. Shared money is counted once in the registry total.

CCDR additional investment (25 years, NPV)

USD 5.6 billion

World Bank modelled investment need - a different question from the NDC USD 6.5 billion to 2030. Do not add the two figures.

World Bank Country Climate and Development Report: additional investment over the next 25 years in net present value terms, with an estimated annual gap of USD 213 million. About USD 1.4 billion is required through 2030.

Climate-tagged budget (FY 2025/26)

Rs 6.7 billion

Government climate-budget tagging of selected votes for one fiscal year - not international climate finance received, and not comparable to the UNDRR DRR/CCA tagging exercise.

Adaptation Rs 5.589 billion, mitigation Rs 1.012 billion, mixed Rs 0.100 billion across six ministries and two special funds (Climate and Sustainability Fund and Projects Development Fund). About 2.9% of appropriated expenditure including those funds. CSF itself is tagged at Rs 3.473 billion.

The ministry FMCP presentation also lists USD 118.05 million of international support from 2017 onwards, and says 8.4% of the NDC requirement has been mobilized. USD 118.05 million is about 1.8% of USD 6.5 billion - that 8.4% line is published as-is and not reconciled here. Agency table.
